The following is a brief resume of Whitby's governmental structure. It is not intended to be all-inclusive. Further information can be obtained by contacting the Clerk's Division of the Corporate Services Department at 905-430-4315.

Mayor

The Mayor is the Head of Council and Chief Executive Officer of the Corporation. The position of Mayor differs from that of other members of Council to the extent that this office has duties placed on it by statute, as well as, certain powers of an executive nature not possessed by other members of Council. By virtue of this office, the Mayor is a member of other local boards and is able to exert some influence over their deliberations as well as communicate their views to Council.

It is the duty of the Mayor to cause laws of the Municipality to be executed and obeyed, oversee the conduct of all subordinate officers and recommend to Council measures, which improve the finances, health, security, cleanliness, comfort and ornamentation of the Municipality. It is the duty of the Mayor to preside at all meetings of Council and preserve order.

Whitby Town Council

The Council is composed of eight members. The Mayor and three Regional Councillors are elected at large. The four remaining Councillors are elected by Ward. Decisions of Council require support from a majority of the members present at a meeting, but in certain cases, the consent of two-thirds (2/3) of all members of Council is required. Council must have at least five (5) members present to conduct its business.

Council Functions

Whitby Council has responsibility for the processing of development applications, subdivision plans, zoning by-laws and various studies provided for in the Town's Official Plan. Whitby Council is the authority in charge of local streets and sidewalks, storm drainage, fire protection, animal control, parks and recreation and garbage collection, as well as the granting of business, marriage and lottery licences. Property owners pay their tax bills to the Town. In addition, building and plumbing permits are secured from the Town.

Chair of Town Departments

Each of the Councillors is the Chair of a particular municipal department. The Chair and Head of each department confer with each other on departmental matters. However, all Department Heads report to the Administrator and Council as a whole.
