
The Purchasing Division of the Town of Whitby's Treasury Department is the centralized agency for the procurement of goods and services required by all departments. It is the duty of the Purchasing Division to acquire goods and services as economically as possible with due regard for price, quality and delivery. Utilizing standardization and competitive bidding on the basis of adequate specifications, wherever possible, the Purchasing Division solicits pricing on supplies, equipment, rentals, services, printing requirements, building constructions and renovations, road construction, park developments, and the sale of obsolete and salvage materials.
Generally, formal quotations are invited for purchases with an estimated value of $25,000 to $50,000; public tenders and/or requests for proposals are issued for purchases exceeding $50,000.
Tenders may be advertised in the local papers, the Daily Commercial News and/or the Ontario Public Buyers Association web site at least two weeks prior to the specified closing date. Tenders are also advertised on the Town of Whitby's web site.
Unless otherwise specified in the advertisement, tender documents may be picked up from the Purchasing Division , or may be mailed or sent by courier at the vendor's expense, upon request.
Tender submissions must be received at the office of the Purchasing Supervisor, in accordance with the instructions specified in the document. Submissions must be received prior to the closing date and time indicated and shall be time-stamped upon delivery.
Tenders are publicly read and opened immediately after the closing time (usually 2:00 p.m.) in a committee room within the Municipal Building and all interested bidders are invited to attend.
Requests for Proposals are issued in specific circumstances where a product or service cannot be adequately specified. This may apply to specialty services or highly technical products.
Vendors are welcome to submit a letter of introduction to the attention of the Purchasing Division, which would include a description of goods or services they provide, along with details of the company name, address, telephone number and contact person(s). Letters may also be sent by facsimile: 905-686-7005. The Purchasing Division maintains internal listings of vendors but encourages prospective bidders to view advertisements and web sites on a regular basis, for bid opportunities.
BID RESULTS WILL BE AVAILABLE BY 12:00 NOON ON THE DAY AFTER CLOSING by calling the TENDER RESULTS PHONE LINE at 905-430-4300, extension 2003. The unofficial results will be stated as they were read out at the public opening.
