For reasons of public health, safety and fairness in business practices, the Town licences certain types of businesses. Click on the link below for a list of businesses requiring a business licence to operate in the Town of Whitby and the related fees.
Business licencing procedures and regulations differ from municipality to municipality so it is imperative to check with the Clerk's Office before starting up a business in Whitby.
For all other types of business licencing application forms please contact Clerks Division at (905) 430-4315 or licencing@whitby.ca.
The types of lottery schemes licenced by the Town include bazaars, bingos, nevadas (i.e. break open tickets) and raffles. Eligibility guidelines for community based organizations wanting to conduct lottery events are available from the Clerk's Office.

Couples wishing to be married in Ontario must complete an application form signed by both individuals getting married. The application with supporting documents listed below must be submitted in person by the bride and/or groom at the Whitby Municipal Building. The bride and/or groom is requested to wait while their licence is being processed.
When issuing a Marriage Licence to the Bride or Groom, we require TWO forms of identification for both parties, one form must be a valid PASSPORT OR BIRTH CERTIFICATE, the other form of I.D. being a Valid Driver's Licence or Canadian citizenship.
If a previous marriage was dissolved or annulled within Canada, the original or court certified copy of the Decree Absolute or Certificate of Divorce must be submitted. A divorce judgment is not acceptable. Certified copies may be obtained from the Court which granted the divorce.
If a previous marriage was dissolved or annulled outside of Canada authorization from the Minister of Government Services must be obtained before a marriage licence may be issued. Information and documentation can be obtained from the Clerk's Office.
A marriage licence is valid for use anywhere in Ontario for a period of 90 days from the date of issue.
